PM attends opening of Conference of Declaration of Humanitarian Needs Plan for 2019

According to the official Saba News Agency, Prime Minister Dr. Abdulaziz bin Habtoor hailed Sunday the great humanitarian role played by the international and humanitarian system in alleviating the worst humanitarian tragedy in Yemen at the international level caused by the Saudi-UAE aggression coalition’s attack.
The Prime Minister stress at the opening of the Conference of the Declaration of the humanitarian needs plan for the year 2019, which organized in Sanaa by the National Authority for the Management and Coordination of Humanitarian Affairs and Disaster Recovery, the importance of this joint plan which aims to coordinate the efforts deployed by the Government of National Salvation and humanitarian organizations through which everyone seeks to continue the common confrontation of this tragedy created by the US-backed saudi-led aggression coalition of and reduce the multiple negative effects on the Yemenis.
The opening ceremony was organized in the presence of Director of the Office of the Presidency of the Republic Ahmed Hamed, Deputy Prime Minister for Services Mahmoud Al-Junaid, Deputy Prime Minister and Minister of Finance Dr. Hussein Mqbouli, a number of ministers, heads of missions of agencies and international humanitarian organizations in Yemen
“The alliance of aggression bears full responsibility for the worsening humanitarian situation, which pains the Yemeni people and this alliance does not see Yemenis have the right to take control of their own or sovereignty over their homeland, but wants to follow him and that Yemen remains a backyard,” the PM said.
“The defense of the homeland is an inherent right for all peoples and an honor to be cherished by the free people around the world. We affirm that the Yemenis have never been advocates of fighting or killing because they are the people of ancient civilization and its ruins still exist.”
The prime minister criticized the negative role played by a number of liberal Western regimes by helping Saudi Arabia and the United Arab Emirates to cover up their massacres and the great humanitarian tragedy that has been caused by the United States and Britain.
He noted the free voices in Western capitals and other countries, which began to become increasingly critical of the crimes of aggression, specifically after the assassination of Saudi journalist Jamal Khashoggi in such a disgusting manner.
For his part, Chairman of the National Authority for the Management and Coordination of Humanitarian Affairs and Disaster Recovery Ahmed Hamed, the importance of the Conference of the Declaration of the humanitarian needs plan 2019 to discuss the humanitarian situation in Yemen because of the disastrous and unjust siege for nearly four years.
He pointed out that the Board of Directors of the Commission had discussed during the past months many of the needs of the humanitarian situation and concluded after a long discussion and extensive study to this plan of need.
Hamed pointed out that the Board of Directors approved the 2019 year to assess the humanitarian situation at the level of the Commission and its branches .. He expressed his hope to find this echo of humanitarian organizations.
“We want to completely eliminate the mistakes and negatives that occurred in the past and any violation or manipulation will be referred to the judiciary and the prosecution of public funds,” he said, pointing out that the formation of committees to investigate the rumors of imbalances in this aspect and the authority is waiting for the results of that.
The Director of the Office of the Presidency called on humanitarian organizations to ensure that there is an examination of aid before delivery in order to ensure that they meet the specifications and standards and are suitable for human use.
For her part, the United Nations Resident Representative in Yemen, humanitarian coordinator Lise Grande, said that 80 percent of the population of Yemen needs forms of assistance or social protection.
It also stressed that the suffering of the Yemeni people is so great and unprecedented that there is no such high proportion of the population who need humanitarian assistance in any other country as found in Yemen.
She noted that 24 million people in Yemen need assistance, 20 million of them food insecure and 14 million Yemenis in very difficult situations need humanitarian assistance, which requires doing nothing and not watching the human tragedy.
Grande pointed out that there will be a meeting of the world family in Geneva will be attended by the Secretary-General of the United Nations end of February to discuss what is happening in Yemen.
She indicated that the United Nations will ask four billion dollars to support the response plan led by the United Nations.
She reiterated that the United Nations had not asked for such an amount, to support one plan for one country before.
“But we are doing this because of the magnitude of the tragedy and the crisis in Yemen,” she said.
“We promise you in the name of the United Nations that we will continue to do what we can and will provide what people need throughout Yemen, in accordance with the four principles of humanitarian action recognized by the nations of the world, humanity, independence, impartiality and neutrality.”
“We are all present here, from the international community. We promise that in 2019 we will do our best to alleviate the suffering that has afflicted millions of Yemenis,” she said.
She praised the efforts of the National Authority for the Management and Coordination of Humanitarian Affairs and Disaster Recovery and all ministries and concerned parties that worked on preparing this plan and working with international organizations to alleviate the suffering of Yemenis.
The conference included the review of the humanitarian situation and the needs plan that included food security and agriculture, health nutrition, water and environmental sanitation, education, accommodation and non-food items, site management, protection and operation during emergencies, refugees, displaced persons, logistics services.
